Many Terrains have traits that say choose a personality, ie Thick Marsh, Rocky Terrain, Hard Pressed, Heart of Darkness etc.
If a personality wearing the Emerald Armor exp2 is in an army with a few other personalities can that personality be targeted by the terrain's traits, eg can thick marsh bow that personality?

In the cases you cite, there's actually no targeting going on. None of the terrains you list target at all, so Emerald Armor xp2's restriction will not come into play.
If the Terrain is one where the targeting is part of the action of playing the terrain (for instance, Unstable Ground or No Way Out), then you cannot target the Personality with the Emerald Armor xp2 unless he's the only legal target.
