A player, 18 June 2013
upon announcing an action/reaction on a strategy [and placing it in the temporary area] to the best of your knowledge - you then find out you cannot pay its mandatory cost/s
e.g bad kharma needs target player to be -1 or lower; only to be reminded; that apparently the other play just gained honor [now 0 or above] night battle is in play and you forgot you don't have a shugenja or shadowlands personality and to say simply you tried to use block supply lines treacherous sands was able to destroy a terrain/formation and you tried to use superior tactics on it
assuming it was an honest mistake; what happens to the action/strategy being mistakenly played?
we've been practicing that the card would be discarded - but in casual games there are times we let it slide and the card will be returned back to the hand. based on the recent update with the good faith rule - how would you rule this in a tournament proper?
announce->fail->discard->opportunity to play action goes to the other player? thanks.

It still goes back to your hand. If you can't announce the card, you can't announce the card.
Major tournament etiquette would be for a judge to issue a verbal warning to the player who announced when they shouldn't have, and then the player's additional punishment is that his opponent now knows one card in his hand.
This will not affect play order, tho. If the player mistakenly announced a card he couldn't play, and it was caught, he'd be able to take a different, legal action rather than being forced to pass.
