Looming Danger says to bow your target unbowed peep and to do stuff (which my understanding means the target is the performer) and Kojinrue says he perform actions that normally require an unbowed performer even if he is bowed. So can a bow Kojinrue be the target (performer) of Looming Danger?
Loming (question...) Danger
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

We are currently not answering questions about Coils of Madness cards.
When we remove the announcement from the Rules Questions forum, we will start answering these questions.
any update to this question?

It does not mean that. A Personality or Follower does not perform an action unless the action is on the Personality or Follower card, the action is on an Item or Spell attached to the former type, or the action specifically says another card is "performing" it (as in, "Choose your performing...")

No. Looming Danger is not performed.
Regarding this response ....
Since nothing in Coils of Madness specifies it is a performed action does this mean that no strategy in Coils of Madness is considered to be performed? Does this mean that a personality can still pay the cost of Coils of Madness strategies while under the effect of Hotako (since it is not a performed action) or cannot be targeted with negation from something like Iron Will?
Thanks.

You discovered our little secret That is correct, Actions from Strategies from Coils of Madness aren't performed by anyone.

The only costs in CoM abilities are Gold and bowing the card. If by that you mean cards that bow your target unbowed card and so on, yes, Daigotsu Hotako XP3 (please use complete names, even though we both know what you mean) can't stop you from using them and Iron Will can't react to them. They target your Personalities and their game state changes as part of the action's effects, but your Personalities don't perform them.
Actions from abilities on Personalities, their items and spells, and on Followers are still performed, as usual.
