Hi,

About this cards ability:

Waylay The Messenger

Open: Bow your performing Scout and target a province: You have Reconnaissance at its battlefields. During the next battle this turn at that province's battlefield, you have the ability, "Battle: Choose your performing unbowed Scout: Ranged 6 Attack." Before this turn ends, if there were never any units on the enemy side at that province's battlefield, put this card into your hand.

can I keep using this ability in a battle as long as i have a scout to bow?

Rain of Death

While you meet the conditions to put this card into play, you have the following abilities which you may use any number of times per turn, "Tactical Battle: Choose your performing Tactician: Two consecutive Ranged 3 Attacks" and "Tactical Battle: Bow and destroy your performing Tactician and target two enemy cards without unbowed attachments: Destroy them." Battle: If you control two Personalities with the base Tactician keyword at the current battlefield: Put this card into play there. Discard your other Formations. You may take an additional Battle action.

can use a tactician who is not at the current battlefield to perform the action on this formation?

Thanks!

can I keep using this ability in a battle as long as i have a scout to bow?

No. All abilities are usable maximum once per turn by default, and that includes player abilities or abilities granted to the player by cards. Waylay the Messenger grants you only one Ranged 6 Attack.

can use a tactician who is not at the current battlefield to perform the action on this formation?

No, because of the Rule of Location. A card in a unit must be at the current battlefield to be targeted by, or explicitly perform, a Battle action.

Both abilities granted by the Formation are explicitly performed by Tactician Personalities, so the performers have to be at the current battlefield to fulfil it.
