A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I fail to see how the change to the comprehensive rules affects this interaction as was ruled here. The comprehensive change reads:
Long version: We have extended the Comprehensive Rules so that not just Strategies, but any card entering play from the hand or deck (face-down, out of play area) due to a deck search or its own action, will enter a resolution area while checking requirements and paying costs. When the resolution area disappears after the action ends, the card in it gets discarded.
When using the Ring of Fire it is NOT entering play and hence should remain unaffected by this ruling change.

Longer version: We have changed how all actions are taken using an ability on a card not in play. The card enters a resolution area as part of Announce the action, and is discarded from there when the action ends if it does not enter play.
