Ok, so Hida Bob is being affected by Suck the Marrow and is getting a poison token every events phase. Eventually he dies from having 0 chi. I understand that the tokens leave the card when he goes to the discard pile. But what stops Hida Bob from continuing to accumulate more poison tokens while in the discard pile? Shouldn't he keep on getting poison tokens every events phase, even while in the discard pile? I can't find any rule that says cards in discard piles can't get tokens placed on them... Please let me know what I might be missing.
Suck the Marrow... Keeps sucking in the discard pile?

Suck the Marrow is stopped by the rule that says that cards out of play aren't affected by effects.

The rule you linked to says there's an exception that the card out of play can be affected by a delayed effect that originally targetted the card while it was in play. Why does that not apply here?

I have updated the definition of Tokens: Tokens are not placed on cards in out of play areas.
While the ongoing effect of Suck the Marrow continues while the Personality is in the discard pile, and will place tokens on him if he re-enters play, he does not gain tokens while in the discard pile.
