Now, I know the mods are already tired of the M'rika bit, but... all good faith questions aside how is she permanently in the negative for her Chi? I could understand if "Suck the Marrow" had been used, but it was stated frozen in place and theological indecision were used, neither of those say permanently and to the best of my knowledge and experience with the game, force/Chi penalties were effects that only lasted a turn unless otherwise stated.
Chi death permanent?
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Precisely Suck the marrow didn't help because it creates a token, and tokens cease to exist when their card leaves play. So using Suck the Marrow to reduce her chi would make M'rika to recover some measure of her chi after leaving play, and vanishing all -1C tokens, then returning play with a chi of 1 or more, keeping her alive to attach the Mask and disrupt the soon-to-be ex-combo. You had to stick to non-token chi penalties, essentially Theological Indecision, then Frozen in Place.
but it was stated frozen in place and theological indecision were used, neither of those say permanently
Exactly, they last until the end of the turn (default duration of non-token stat bonuses/penalties). The effect still goes on until either the turn ends, or M'rika is put face-down and out of play so she forgets card memory due to the Tracking Rule.
and to the best of my knowledge and experience with the game, force/Chi penalties were effects that only lasted a turn unless otherwise stated.
That's why you had to do it all in the same turn, while dead M'rika still had zero chi, or repeat it all later. Not too bad a restriction.
