The intent of the Good Faith Rule is to prevent players from abusively attempting actions whose costs and requirements they know they cannot fulfill
If the action involves putting one or more cards into play as a non-optional effect, the player must be able to meet all costs and requirements to bring those cards into play legally, in order to meet the Good Faith rule
Attach When a player attaches an attachment card, he or she brings it into play, adding it to a personality’s unit.
You know before you target M'Rika that you CANNOT meet all requirements to bring Paneki's Mask into play. One of the requirements of attaching a card is the target you are attaching it to a personality in play. You know that attaching to M'Rika isn't going to be legal, because you can't attach to someone in the discard. Since you know you cannot meet the requirements of bringing the card into play legally, you can't announce an action that would interact in the way they do.
For the action itself you're right, but since "attach" has rules and requirements attached to it, you cannot fulfill the second quote above.
Is this ruling not also relevent then? viewtopic.php?f=59&t=102072&p=1342889&hilit=good+faith#p1342889 You know you can't attach it to Chiisai so it violates Good Faith, according to Alex. You know you can't attach to M'Rika, but that DOESN'T violate Good Faith?
If this is not the case, then as per the comp rules quoted below, can I just announce an attachment (revealing it) at any time I could normally attach, even if I have no legal targets for it?
A. The attachment enters a specially created entering-play area. B. If the Personality being attached to has not already been designated, the player chooses a legal Personality for the attachment. C. The attachment's restrictions on entering play are now checked. If restrictions can not be met, the attachment goes back where it came from and the sequence ends; if the attachment came directly from a search of a deck, it is shuffled back into the deck. D. The player pays the attachment's Gold cost and any other costs of bringing it into play (see Costs). If costs are interfered with and not fully paid, the attachment card returns to where it came from and the sequence ends; if the attachment came directly from a search of a deck, it is shuffled back into the deck. E. If restrictions and costs were met, the attachment enters play in the Personality's unit.
If the Good Faith rule doesn't apply to this (which the Mrika combo rule says), then can I just declare an Attach action with Wyrmbone Katana on Turn 1 when I have no personalities in play?
