A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Does the phrasing in Again! allow me to use the Battle action of a weapon I attach later in the battle after the Again! has been played? I've noticed the wording on a few other cards mentions things like Cards now in his unit or a similar wording of X now in his unit, and this one does not.
Does this create some ongoing effect on him then? Or am I just wrong
Again! Battle: Chose your performing Kensai: Straighten him and all his Weapons. Battle abilities on his Weapons may be used a second time this turn. You may take an additional Battle action.

The clause "his Weapons" is evaluated when the effect which uses it begins. The effect "Battle abilities ... may be used a second time this turn" is an ongoing effect that begins immediately, so only the abilities of those Weapons which are attached to the Kensai when Again! resolves may be used again.

So i saw this.
And the text definitely seems closer to an ongoing effect effecting all things of a certain kind, namely weapons attached to the performer. Therefore, that would invoke the following rule under ongoing effects, right?
Ongoing effects that affect all things of a certain kind (such as, “Battle: Your Samurai have +1F”) or that meet a condition (such as, "Battle: Your opposed Personalities have +1F") change the game state. They affect all things in play of that kind throughout their duration, even ones that are not in play, did not meet the condition or did not exist when the effect took place.
If not, then why not?
