The Spider's Web plus Harbingers of War

L5R CCG Rules board, 9 March 2013 to 10 March 2013

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

If I have Harbingers of War in play and attach a Weapon via the trait on the Spider's Web during my Dynasty phase (assuming said item has a base gold cost between 1 and 4 and it is the first such item I am attaching during this particular turn), will doing so trigger Harbingers of War and allow me to draw a card?

Relevant text:

Harbingers of War: Until the game ends, equipping Followers and Items from your hand with a base Gold Cost of 1 to 4 is a Battle/Open action for you and, after the first time each turn you do so, draw a card.

The Spider's Web: After your Personality enters play: You may attach a Weapon to him from your hand, paying all costs but, once per turn, paying 4 less Gold if he is a Kensai.

Possible precedent re: Glory of the Shogun.

Edit: Found this ruling last night (not sure why it didn't appear in my original search), which appears to answer in the negative. Confirmation would be appreciated.

I confirm you that The Spider's Web's trait isn't an Equip action and therefore won't trigger Harbingers of War's card draw.
