Tamori Takeshi + Games of Will vs Temple of Purity

L5R CCG Rules board, 23 February 2013

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I read this ruling on "Tamori Takeshi and Step Through the Void," http://www.alderac.com/forum/viewtopic.php?f=59&t=100614 and it was stated that, "Tamori Takeshi's phrasing "may not be negated" doesn't trump all prevention, just negation."

I then read in this ruling, "Tamori Takeshi Questions," http://www.alderac.com/forum/viewtopic.php?f=59&t=100416&p=1323227&hilit=takeshi#p1323227 that, ""Will not be negated" takes precedence over negation."

So I'd like to know which "will not be negated" will take precedence if a Takeshi-targeted Personality performs Games of Will after being targeted by Temple of Purity.

Games of Will "Battle: Choose your performing Personality: Negate all current and new Force penalties to him from actions. Negate all current and new effects from other players' cards that prevent him from contributing Force to his army."

Tamori Takeshi "Open: Target your Personality: Takeshi helps him meditate. Effects of actions the target performs will not be negated."

Temple of Purity "Open: Even if this card is bowed, target another player's Personality: Give him -4F, which will not be negated. If he is Kolat, Ninja, or Shadowlands, you control an Inquisitor, and it is not your turn, choose a player, who gains or loses 2 Honor."

Games of Will is negation that, thanks to Takeshi, will not be negated. But when it tries to negate a ToP, it fails to do so, because Temple of Purity's text has a prevention clause. Neither Games of Will nor Tamori Takeshi can prevent prevention, so Temple of Purity's prevention wins.

Tamori Takeshi can't make Games of Will do something (overcoming prevention) that it simply doesn't do.
