Otomo Suikihime - Province has Cards?

L5R CCG Rules board, 19 February 2013 to 20 February 2013

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Hi Rules Team,

I searched "Suikihime" but the only result was some crazy combo question.

If I bring our favorite Governor into play and use her Reaction, does the Province she create have cards in it? I think so, since some similar cards say "...which does not hold cards", which in turn implies that lacking the "does not have cards" phrase means that created Provinces do, in fact, hold and reveal cards (woo long sentence!). Unfortunately, I'm inexperienced enough to not have encountered this before and so would like your assistance in this matter.

Thanks!

Provinces have one Dynasty card on them unless it is stated otherwise.
