Rugashi Bazaar Question

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I've got a question about this holding. I did searching about this card but couldn't find an answer. If this card is bowed and you lose honor from the opponent from the action phase, will you be able to use the Revenge Battle/Open ability on your turn? Or does Rugashi Bazaar have to be straight when your opponent causes honor loss during the Action Phase?

Rugashi Bazaar reads:

Revenge Battle/Open: If you have lost Honor from another player's action during the Action Phase since your last turn ended, choose one to four of your performing Personalities: Give each of them a Force bonus equal to his base Personal Honor.

It doesn't matter if Rugashi Bazaar was bowed or unbowed when you lost the honor. Rugashi checks it again during your Action Phase or Attack Phase. If you did lose honor in an opponent's last Action Phase, the condition is true and Rugashi Bazaar can be activated. Game state remembers that for Rugashi Bazaar.
