Ikoma Shika uses his action, the player choses to discard a card, and targets a Paragon. The paragon uses Iron Will.
Since the targeting is made during resolution, and after the cost of "discard a card" is paid, does Iron Will "ignore the action costs" acts retroactively, and the card comes back to the Lion player's hand?
There's no retroactive negation or refunding costs in Iron Will. Costs that you already paid before Iron Will was announced will not be refunded.
