Can a player react with Akodo Kakihara's reaction when targeted with a ranged or melee attack to potentially avoid being destroyed? (example, a ranged 6 vs a 4F kakihara would react to become 8F)
IF yes, does this ruling change if the ranged/melee attack is redirected to Kakihara with Chugo Seido?

Kakihara's Reaction triggers after the targeting, before the destruction effect of the Ranged Attack. If his force after the bonus is greater than the Ranged Attack's strength, he will not be destroyed.
Chugo Seido reacts "When an action would target", which is just before the targeting actually occurs. Kakihara reacts after the targeting, so there is no timing conflict.
