Seppun Jiramu and the Proclaim Ability

L5R CCG Rules board, 15 January 2013 to 31 January 2013

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Seppun Jiramu was revealed today in the Q1 2013 OP kit. Since then, vigorous debate appears to have come up regarding his ability and the Proclaim ability. Specifically, the big question seems to be whether a player can use the Proclaim ability (reaction?) twice when one personality enters play (meeting all Proclaim conditions). Is this the case or does the Proclaim ability require two separate personalities to enter play in the turn?

A second question--which set of rules does Proclaim follow? The ability rules or the reaction rules? It seems to be written as both at various points in the comprehensive rulebook (i.e., under "Player Abilities" but defined as a "Reaction: X...").

Thank you!

For reference:

Seppun Jiramu 0F / 4C 10HR / 6G / 3PH Imperial • Courtier • Samurai • Sensei After Jiramu enters play: Discard all your other Sensei Personalities. Your provinces have +2 strength. You may use the Proclaim action twice per turn. "We are Seppun. Our duty is to protect, but we must not be weak in the courts of Rokugan."

I could not post on to what Daidoji X questioned about, but I have something to add on that is in question in my mind and a few others. Here is his post: Seppun Jiramu was revealed today in the Q1 2013 OP kit. Since then, vigorous debate appears to have come up regarding his ability and the Proclaim ability. Now could you use Seppun Jiramu to double proclaim a personality, and then follow up with Yusugi for a third proclaim since his traits states, "You may take the Proclaim Reaction to Yusugi entering play even if you have already used the Proclaim ability once this turn."? There is no limitation on Yusugi's traits other than the proclaim action being taken again has to be done by himself, or does his trait limit itself with the word once??

Seppun Jiramu has a trait allowing you to use the Proclaim reaction twice per turn.

Kakita Yusugi has a trait allowing you to "take the Proclaim Reaction to Yusugi entering play even if you have already used the Proclaim ability once this turn."

If I am a Crane player, have Seppun Jiramu in play; have a two Crane personalities (Asahina Al and Doji Dan) and Kakita Yusugi in two of my provinces; and I buy all three in one turn each for full printed gold cost in that order, what is the resulting honor gain?

1) Asahina Al's PH + Doji Dan's PH + Kakita Yusugi's PH (2) 2) Asahina Al's PH + Doji Dan's PH

Under discussion.

Just curious as to if a resolution has come to the table or not on this ruling since it has been a while.

Apologies if this was wrong of me.

Thanks!

As announced here, the rule that each copy of a Reaction ability may only be used once per trigger, which was dropped for Emperor Edition, has been restored.

This means that you may not Proclaim twice for the same Personality.
