Turn face-up and revealed in the province

L5R CCG Rules board, 15 January 2013 to 16 January 2013

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Tried to find it ("turned", "turns", "revealed"), nothing relevant shows up.

Questions :

a) Term "revealed" is defined as To turn a face-down card face-up as an instantaneous state change. [EE Glossary]. Are phrases "revealed in province" and "turned face-up in province" used interchangeable? There are cards with either phrase (Shrine to the Heavens and Open Recruitment, for example).

b) Assume that card X is in the province and face-up. Is it still "turned face up" (triggering effects) during Events phase regardless? Comprehensive Rules [EE Sequence of Play:Event phase] do not check for state of the card before turning it up.

c) Some effect "refills province face-up" (any Border Keep or In Search of Guidance, for example). Is that refilled card "revealed in a province", or already face-up when entering a province ? Is that card "turned face-up in a province", or already face-up when entering a province? Please note that some rulings assume that Border Keep action (refill face-up) reveals cards, thus implying that cards are refilled face-down and then revealed, but ruling always assumes this as obvious thing.

d) Distant Expansion and Daigotsu Susaiken have traits that allow to refill provinces face-up. Do these stack with each other? If I have Daigotsu Susaiken in play, use his trait, then buy another Daigotsu Suisaken, may I use this "new" trait again?

Usually, yes, per the glossary definition you quoted. However, there are some instances where "turning face-up" is not "revealing" (for example, "showing" a card in a province is not the same as "revealing" it, even though it does involve turning it face-up).

b) Assume that card X is in the province and face-up. Is it still "turned face up" (triggering effects) during Events phase regardless? Comprehensive Rules [EE Sequence of Play:Event phase] do not check for state of the card before turning it up.

Actually, they do say something about that, as in your quote: EVENTS PHASE (...) A. The active player turns a card in the province face-up, revealing it. If the card was already face-up, the other steps still happen, but the card is not "revealed" for purposes of triggering effects. So if the card is already face-up when the active player tries to reveal it, this will not "reveal" it for the purpose of triggering effects such as Open Recruitment.

c) Some effect "refills province face-up" (any Border Keep or In Search of Guidance, for example). Is that refilled card "revealed in a province", or already face-up when entering a province ? Is that card "turned face-up in a province", or already face-up when entering a province? Yes, per long-standing precedent, cards that are refilled face-up are considered to be revealed in the province and trigger all those effects. This is consistent with the rulings you quote.

d) Distant Expansion and Daigotsu Susaiken have traits that allow to refill provinces face-up. Do these stack with each other? If I have Daigotsu Susaiken in play, use his trait, then buy another Daigotsu Suisaken, may I use this "new" trait again?

All those traits (Susaiken and DIstant Expansion) are worded as "you may refill [...] face-up"; this "may" means you choose when you use this or not. If the trigger happens, you can choose to use one Susaiken, or the Distant Expansion effect, or the new Susaiken you just bought, or none at all. If the trigger happens again, you may again use any of the effects you didn't use already.
