If, during the Action Phase, Ninube Onchi were to target Asako Chukage to remove one of his abilities and Shiba Sansesuke was to activate his Reaction to redirect Onchi's action onto himself, would Sansesuke successfully interrupt the targeted Shugenja and place the effect on himself? Or is Sansesuke not a "legal target" because his own ability would be turned off? Thank you.

As long as Sanesuke's action is legal when you announce it, it will resolve. In this situation Onchi will remove an ability that has already been used, from Sanesuke.
