Incense Mill and Force penalty and bakari (L5R rules board)

As per this ruling, the force penalty is one time negation, only the action performance (Hotako effect) is until end of turn.

Bakari however, you mention that force penalty negation until end of turn for the current penalty.

Are you saying that if i play a terrain with penalty of -2F and affected a personality in battle, if he incense mill and then if he move out then back into battlefield, the effect doesn't reapply again?
