The Sleepless One, bowing a forests not at the battle

L5R CCG Rules board, 25 October 2012 to 28 October 2012

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Can the Sleepless One bow a forest/Pearl not at this battle? It doesn't target the forest so I think it can (but I might well be wrong).

It reads, Battle: Twice per turn, bow one of your Forests or Pearls: Give each of your Nonhuman cards at the current battlefield +1F.

Thanks for your time.

There is no requirement in the Rule of Location that cards that pay costs are at the current battlefield, unless that card is performing, or targeted by, the action - and neither is the case here.
