A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

If my tactician uses The Khan's Estate, I draw a card and cannot assign that tactician. Similarly, for search engine purposes: Accidental Confession, Martial Manipulation, A Quiet Transaction, Hotei's Contentment, Iuchi Shunshi, Yasuki Daiki
However, if afterwards I give that tactician the effects of Military Promotion, then will Military Promotion's effect override previous states and allow assignment?
If assignment still fails in the general case, then is there an exception if I manage to bow my personality before the opportunity to assign?
Military Promotion Open: Choose your performing Tactician and target your Personality: He may assign even if bowed. Give him Elite (Elite cards contribute Force even if bowed).

Military Promotion does not let you assign a bowed Personality who is prevented from assigning by other card effects.
See Glossary, Even If: The phrase "Even if" followed by a condition means that something can happen in spite of a rule that says it can't happen while that condition is true. "Even if" only supersedes rulebook rules, not card effects.
